This is general information, not legal advice. Check your state and local rules. Last reviewed Oct. 15, 2026.

What it is

A cottage food production operation makes non-potentially hazardous foods, such as cakes, breads, pies, jams, candy and roasted coffee, in the kitchen of the operator's primary residence. Meat, poultry and fish are not allowed.

License or permit

No health department food service permit is needed. Operators must pass a food safety course approved by the Alabama Department of Public Health and take a Cottage Food Review Form, a sample label and the course certificate to the county health department for review. City and county business licenses still apply.
